William Harrison Maughan was born on May 7, 1834 in Alston, Cumberland, England, to Peter Maughan and Ruth Harrison Maughan. He married Barbara Morgan on December 25, 1853, in Tooele, Tooele County, Utah. He served a mission for The Church of Jesus Christ of Latter-day Saints to England from 1874 to 1876.
